Well, he clearly failed. Spectacularly.

And how do you know he knew of Weeping Angels before Blink? Moffat created them, so it’s not like they appeared in Classic Who. Furthermore, he’s thrown in the past with the packet that Sally Sparrow gave him with all the transcripts and information about Weeping Angels, so that’s where he got his information that he tells her about (he even mentions it in the video, that he’s reading off the transcript); the knowledge of Weeping Angels is a bit of an ontological paradox, if you actually think about it. In fact, if he HAD known about Weeping Angels before he was thrown in the past, he probably WOULDN’T have blinked and thus WOULDN’T have been thrown into the past.

And knowing the Doctor, he wouldn’t have opened the envelope before it’s time, because he wouldn’t have risked the paradox of him knowing his own future and thus changing the timeline.
