Hahaha, no worries! I actually get asked this question a lot, so you’re not the first!
It originally started because of this comic. It’s usually spelled Roes because that’s how Ten says her name with his accent - “Roes.” Also, if she’s replying, she calls him “Doktah” because that’s how she says his name in her accent.
It also helps that Rose Tyler tends to make a lot of ridiculous faces, thus perpetuating the Rose-taking-drugs theme. Here are some example gifs of Rose’s drugs’ face:
